Isabel and Marco’s Journey to Permanence

Two siblings were reunited with the family they already knew and loved, crossing borders to find stability and belonging.

At just 5 and 6 years old, siblings Isabel and Marco entered foster care after it became clear their home environment could not safely meet their needs. Though their grandmother first stepped in, follow‑up visits revealed the placement would not work, and the children were returned to care—once again facing uncertainty.

They soon found stability with the Davis family -paternal relatives- forming a deep emotional bond. But when the family had to relocate to Ireland for work, Isabel and Marco were forced to say goodbye, a loss that took a heavy emotional toll and left both children struggling to adjust.

Months later, the Davis family reached out with one hope: to formally adopt the siblings and reunite as a permanent family. To ensure the placement was right, a state worker requested a home assessment through ISS‑USA. Working swiftly across borders, ISS‑USA coordinated the home study with its partner in Ireland.

The assessment confirmed what the children already felt—that the Davis family could provide a safe, loving, and stable home. ISS‑USA supported the process from start to finish, including post‑placement follow‑ups to ensure Isabel and Marco were thriving.

Because of this collaboration, two children moved from uncertainty to permanence—beginning a new chapter together, surrounded by the family they had already learned to trust.
